Well there is other thing about ipbaning (in my opinion) If someone is sharing IP adress (housing estate) where can be logged many persons - One will get banned cause of MH... but what should do other persons ? Just wait ? I dont think so.... so IPbaning IMHO is the last option.
On the other hand making accounts just can ruin the game for other players - If he leaves he gets autobanned - make new account - 1500 PSR no game.. and so on and so on - Maybe he doesnt care about his stats but many people do.

IP block is bad idea. For example...In one small city in Bosnia (Lukavac) they all have same IP because of internet provider. I have 5-6 friends from that city and they all have same ip on diffirent location. So if u block IP for any player from that city you will block them all?...shit.

Yepp. Like I said in the last post. I have some friends with same IP and all of them playing dota. IPban = disaster

now here is the truth...the one who i want to report is my brother!!! (don't ask why  )
he deserve it cause he would do the same to me..the proof to that is he is mega noob and he always create game with my name (waleed) cause he don't know anything about creating game so i gave him this text (/w playdota.eu !gopub waleed) and told him every time u wanna create game just copy/past this text and join waleed  ..so just like i said he is noob and h started to create more accounts cause he is leaver and i warned him he ignored me.. so please no ip ban
but i still gonna report him ..

1) Your nick (but it isn't really needed imo)
2) His/Her nicks
3) Some proofs

We do not ban IPs, eurobattle.net does.
