Stat abuse - Does it still exist?

Can someone clarify the stat abuse rule for me? For example, if fountain farming happens before min 25 or after, if one of the players from the losing team doesn't want to !ff and allows opposing team to ruin his teammates' stats, etc. What are the criteria for warn/ban?

There is no stats abuse rule anymore coz you can !ff the game and kills/assists that you take on leavers don't count in stats anymore.
