Same at me does not work, I have xp service pack 3! But yet it think that i have not .NET Framework 2.0 installed i dont know, it just show me error!

You need to load a replay via w3 and replay seeker will just allow you to change the speed.
There are Help and About buttons, if you don't see them.

replay seker is easy, only open w3, run replay, having rs opened and set minute and speed.
