Team stacking

So if host is responsible for the stability of the game and balance, and if he stacks the team cause of stats isnt that destroying stability of game and removeing the balance from game? Isnt that banable? And i dont see in rules that host can play with anyone he wants. So you need to rewrite the rules or ban hosts for stacking or add shufle as default command to bots.

many host are noobs and they dont wont to lose and they are nervous when they lose .. also they checking stats cause he wont better player in his team ...its problem always cause when he need to start he do swap and check !Ping  3 or 4 times and you cant see that he swap him ...

I dont care about them stacking teams but the rules are rules and something is fishy here.

y but no one wont to report that host ... cause they dont have evidence or some people just forget it when game start ...
but always you must check stats of your team and if you see someone have bad score just report him to host and host will kick him or if host dont wont to kick him just leave and try to find other game with normal host

I am new here.I saw this happening more than few times....It is especially annoying in a noob game when you got host 13-0 score(flippy) and 2 others with many kills and no deaths that he switched in his team....
AS FAR AS I AM CONCERNED IT IS CHEATING.
