Rating screwed up !

Can anyone explain me why whenever i win or lose a DotA game my points are not counting?

For example on my new account i had 1531 rating and i won a game where i was supposed to get +15 points, after 10-15 min when I have checked my psr It was still 1531 ? I mean wth ????

Can anyone do something about it or what's the problem if someone can explain?
