Its normal that moderatos banning/unbanning people on channel.
If you see anyone doing it without any request (on forum) its prabobly an abuse. But its  impossible to catch someone doing it so dont argue about that (you would need very good proof to proove your right) otehrwise there wont be taken any action against someone.
