The ban database (updated) can be found here, but I don't think browsers can handle it...

one php script and you will get all nicknames in .txt file.
used functions:
file_get_contents($address_of_banlist)
preg_match
fopen,fwrite,fclose

Why would you use a .txt file?
If it is for a program, then you will need the program and the php script.
If it is for a person, .txt isn't the best format.
