I got my answer, this is strange, but w/e, it's your choice to decide which words are considered as flame.

In my opinion "motherfucker" is a flame since it's similar to "fuck your mom".

Judging his history on ban / warns  he is not a flamer since he has not been banned previously for Flame .
When somebody says "motherfucker" the first thing to do is !ignore <hisnick> .
And maybe if you decide to unignore him , and he still continues with that kind of behavior then it's bannable . As it can be seen he was in rage as we all go sometimes when somebody fucks our game .

It depends who said that. If serbian guy says that - nothing happens.
If you say such thing to serbian player - its taken as hardest international insult
