IS Ks is consiered illegall (game ruining) or not or only if somone not do somthing exept waiting last hit..

It is legal.
Just think about this:
Support is about to kill enemy and your carry comes and takes a kill. What is better for team, hi lvl support who can buy extra wards or hi lvl feeded carry?
