Doesn't matter did he flame you or somebody else, if he flamed, he will be banned (if somebody reports). You can aswell report someone in the game that you did not play, if you want. It doesn't matter at all, if rules are broken, he shall be punished.

The only problem in those 4 problems of yours is the last one, that's the only thing that we cannot effect on. You will always get several mods to post their opinion, but we do not need to recruit people only for this section. Forum awards can be arranged for winners very easly, that also ain't a problem. All you have to do is get a few people to post their videos, Jimmy here did a very good job with his video, especially considering it was his first.
