First of all, There no is hack to use spells in fog, as clear here you reported someone without check replay.

Your sanction was much easy more the one you're facing right now. Disruptive behaviour is the act of making someone's gameplay uncomfortable through nasty remarks, continuous harassment, specifically targetting a player, obsessively following them ingame.

Instead of insulting someone, pushing yourself to a sanction. You could guide the guy or report him if you believe he broke the rules but all what I see here, you're the guilty one.
