1 - Crystal Maiden. Nukes are nothing special, aura even as global loses it's effectiveness after early game, ulti is easily counterable, unwieldy and unreliable. Poor animation design. She's made of suck. Yes, I've heard of animation cancelling.

2 - Bounty Hunter. His dominance relies on getting farmed up, and even then he isn't that much of a carry. His farming relies on herokills, and to get them he relies on his invis and overconfident soloers. In hero design you can't rely on noobs, and invis is easily countered.

3 - Clinkz. ^

4 - Techies. Good Techies is good, but having played him a couple of times, I've found the shocking news, that when a ranged hero gets a gem, he becomes fucking useless.

5 - Phantom AssAssin. To make her useful, you need to stack damage. With low hp like that, even 30% dodge doesn't help you against a bit of focus fire and/or nukes. Even when farmed up, she's not all that big of a deal.

6 - Rigwarl, Bristleback. He bases on stacking effects. Stacking Quill spray allows him to do massive damage early, but the damage becomes ineffective, not only because of increasing hp of enemies, but because the damage is reduced by increasing armor. After 30min it's hardly worth of using for any other reason than Warpath.
His abilities don't compliment each other. He is supposed to be an offencive tank, but he has low str gain(2.2/lvl) and bristleback(skill) works only when running away. Also Goo as a chasing ability is frustrating, as the hero briefly stops when you cast it.

7 - Venomancer. He does nothing that someone else couldn't do better. Hell, even Viper alone can do everything he does better. The damage of Nova is highly unimpressive and becomes nonmentionable with high hp, high regen, Hood of Defiance or even Lifesteal. Wards are good early -> early midgame farming, but after that wards are not even worth of using for anything else than temporary warding when pushing.
He is a decent farmer with some ganking abilities, but he has nothing to do with it lategame, no role, no steroid, nothing.

8 - Bloodseeker. Another nondisable agi carry. Just a bad one. He relies on opposing bad opponents for herofarming. Baaaaad starting point for a hero.

9 - Spirit Breaker. His style is to throw himself in and hope for the best. Works when opponents are unskilled enough to not sense danger, unorganized enough to not stick together and when your team is dominating enough for opponents to be weak enough to be pwned by charge.
In a groupfight, he is the first one to die if he even bothers to attend.

10 - Nerubian Wiener. He just is weak. No nukes, bad built-in orb, low hp, low statgain. Time lapse is a neat trick, but it's a trick, and tricks can be countered. Silence and gg, stun and gg, nuke and gg, anti invis and gg, armor reduce and gg, it's just gg. Watchers are sex though, and that's all he is worth most of the time.

DOTA GAME RULES
General Game Rules
Competition format: 5v5 Teams
Match format: Best of one game
Match winner: The team who destroys the opponent’s Throne / World Tree first, the team
who’s opponent surrenders, or the team who gets higher points.
Game Time limit: 60 minutes, Final: Unlimited
Game point if the game end after time limit :
· Hero kill = 1
· Tower 1 = 2
· Tower 2 = 3
· Tower 3 = 4
· Barrack = 4
· Tower 4 = 5
Game Settings
Version: 6.66 or later
Drafting mode: Captains Mode (-cm)
Game Speed: Fast
Item Restrictions:
· Guinso - 2
· Necronomicon - 2
· Eul - 2
· Mekansm - 2
· Orchid - 2
· Refresher orb - 1
· Manta Style - 2
· Shiva – 2
Important Rules
Team that plays the sentinel will host the game
Team members are not allowed to change seats once the DOTA map has started to load
At the end of the match competitors must maintain the final screenshots and receive the
confirmation from the marshal.
At the end of the game the replay has to be saved and named as
“COMPFEST_DOTA_TEAM1vsTEAM2 by the winning team. Failure to do so will cause the
match to be void and no winner will be declared for that match.
Backdooring
Backdooring is allowed. However instances of teleport abuse are not allowed. You cannot
use any form of teleport (furion skill) to enter an enemy base unless your creeps are
already present in the base.
Examples:
Furion teleporting into enemy's base with no own creeps present
Some of such actions have since been restricted in the recent versions of the DOTA to
support this rule
Sharing of Items:
Sharing of items is allowed
item : Bottle, Clarity, Healing salve , Ward, Gem
Item Pooling:
Item pooling of any sort is not allowed. This means that:
Items bought with a competitor’s own money cannot at any time be carried by any of this
teammates.
Items bought with the competitor’s own money can only be carried or sold by him
This rule applies to competitors on the same team. Competitors can pick up items
dropped by their opponents
Control Sharing
Control Sharing is allowed
Abuse & Exploitation
Trees Trapping: intentionally trapping enemies in trees is not allowed
Pause Abuse: From the point after hero selection process is completed, pausing without
any valid reason is disallowed.
Creep Blocking: Creep blocking (such as using Chen’s creeps to block the entrance to the
base disallowing creeps from moving down the lane completely) is not allowed. Creep
slowing is allowed (such as moving in front of the creeps in zigzag manner to slow their
progress or using fissure) is allowed.
Penalties
Warning: After a warning was given the game goes on. If there warnings are accumulated
by the team during the match the team will be disqualified from the tournament
Game Loss: Game loss given to a team means that the team will automatically lose the
game irrelevantly of the actual match result if such took place
Disqualifications: A team disqualification will lead to the team being ejected from the
tournament. They will not be allowed to take part in the current event
Game Saves
First save will be at either:
15 minutes into the game
First blood
Second save onwards will be every 15 minutes of the game
Marshal / Chief Marshal has the right to request for additional game save at any moment
during the tournament
Intentional Disconnections
Any competitor found to have intentionally disconnected from the game will give
that competitor’s team a loss for that match
Unintentional Disconnections / System Crashes
If any competitors are disconnected within 15 minutes after the game start the
game will be restarted
If any competitors are disconnected 15 minutes after the game start:
If there is a valid save, the game will be reloaded
If the last save is outdated the game will continue
Fatal Error / Game Crash (all / multiple competitors)
Any game crash before the 80 minute mark will be reloaded
Any game crash after the 80 minute mark will not continue and a decision will be made
by the Marshal / Chief Marshal based on the replay of that match.
These rules are based from the WCG Asian Championship.
