Unfortunetaly Myubernick makes sense. Democracy is nice thing,but as the member of The People I must admit - People are vengeful and stupid.
This suggestion was made to lift the weight from ban forums and the necessity to actualy post on forum because of every leaving host/plugger/hosts leavings friends and other retards. However if u fear that the ingame majority cant misuse it leave it on ek0 - he is doing good job.

Dota is a GAME. Still most people plays game for FUN - if you want to have perfect stats play on tournaments, do some proffesional sport or work on your carrer/school rating. But damnit dont some totaly stupid like removing !swap command - i ll 10x rather play with friends than get 10:1 K/D ratio.

Even now when we have 2 rpgbots,there are still frequented bot wars. Especialy at weekends you can see bot wars,or people spamming to lobby to unhost.I suggest we need 1 more rpg bot  + Also i dont udnerstand people hostin DOTA 6.66B on rpgbot.

I realy think that Zodiac is wrong in this matter. Pluggin is much worse than simple leaving - its harder to prove. Not only that you must do the post forum procedure,but its still pretty easy to cover the fact that you are plugging. So if you are convinced of plugging you should be punished more - after all you are pissing of both poster and moderator.

Clinzk can get fat pretty fast - however that doesnt make the game to end. Combined stuns + dust can take him down easily,especialy if his team isnt cooperating.
Backdooring rules make sense. I experienced games which were pretty balanced - I am talking about 80 minutes when all heroes have their inventory full and the game is still not decided. In these situations u dont need clinz/furion any hero can take down buildings pretty fast. And it can be nasty - creeps are at enemy base,but you loose wood fight and enemy hits directly for your towers ....

The hosts are abusing pretty much its truth. However letting only few pple host would kill the idea of public host,or put mods under great pressure (everyone would send pleas for hosting rights)

Now its still possible to get person banned even unfairly. All you need is host and majority. Votekick and ban,however the person can complain on the forum - and tell me ek0 which forum is more active - ban or unban?
If pple knew that abusing !voteban would be punished they wouldnt do it - not in majority,as they dont !votekick & ban for no reason now.

Only in game - banning in bnet would be damn crazy(who would vote) and banning in lobby would be to harsh - you can still kick the banworthy.

60 seconds in start is too much. People are are beings with emotions + saying things like "sh*t" after you get killed dont have to be necessary flaming. I would put 10 seconds as warning and then go *3 (i.e. 10,30,90,270 seconds).
However flaming doesnt have neccesarily mean he uses rude words. Thus i would keep the ability of host to mute as well. Automute can be evaded easily.

90% i think should be the voteban
Votekick is 70% and if u have the support of host u can ban the player anyway. So i think the 80% is just fine.
