Actually, there's no way to identify uniquely a computer on the web, except with some special hardware token, and the appropriated software. The mac address isn't more reliable than the IP address because there are ways of modifying it manually.[/url]
MH'ers are mostly noobs so I doubt that they can modify their MAC address 10 times per week to dodge bans  And there is no way to change TRUE MAC Address without getting new hardware afaik. I'm not so good at networking anyways :'( u probably know more than me so... You may be right too. Anyways, it's hard to be creative in this topic

IP Ban > many people has dynamic IPs everytime they restart modem, VIOLA! new IP
EVEN if u consider MAC Address > There will be many Cyber cafes crying about unbanning their MAC addresses because they can't control everyone especially in big cyber cafes with above 100 computers in it.
Maybe an epic expert can modify warcraft3 loader exe file to alternate the way it decide to show fogged units. But it sound almost impossible.. bleh :'(
