Technical support / Why is this game draw?

I'm not sure in which section to ask this question.

So we played a game, and when we started winning early game, the opposite team started leaving. And now it is a draw game! That is not fair, we would win and we were winning.

4. Around 35. min of game he started buying and selling items so we dont get gold, even after i told him i will report him, and then left.

5. He said he needs to go, and tried to votekick him self. When he saw he is not gonna get votekicked (chance to leave without ban) he sold all his items and bought countless wards, couriers or whatever and sold them too, so we don't get gold after he leaves. When I told him i will report him for ban, he said: "i get banned anywway" so I think he should get bigger punish then if he only left, because he ruined game as much as he could on purpose.
