Technical support / Problem

So i haven't played DOTA in like a month and i see new gproxy came out or whatever so i downloaded new instaler for whatever is that worth but i keep getting same error everytime i try to run it,i even try runing as administrator

If anyone could help me out with this i would be thankful or whatever

Hello i decided to re-open my mh report since i dident get answer on my previous one.I opened mh Report nearly 2 weeks ago and moderator just locked it and said "Will be solved" after that no responce or anything,i sent him and head MH admin private message still nothing so
