Feedback / New rule for Rd mode

I think bot needs rule for Rd mode games in most Rd games there is always some people waits afk in lobby then game starts  for example lets say someone got first picks but afk then autopicks(and %99 chance he either picks a hero he cant use like mirana or something he dont like ,true we have swap command why forced swap rather then normal one) cuz afk usually ruins game so I think these people should banned for ''being afk during picking in Rd mode''.Ban duration can be made same as normal afking.I thinked about this there zero chance to abuse this since he ll get autoban as soon as he autopicks.I think a rule like this one needed cuz many people waits 10 mins or more in Rd mode game then 1 lazy afker ruins it so he deserves ban IMO.

all know what votekick is what I m trying tell is its useless.Why?Let me explain

votekick exists so we can kick feeder,afk,all time farmers who never joins team.But from what I saw it never does its job why cuz when there is a feeder in ur team other team never kicks them cuz they want psr this unfair so I came with an idea.

we need 8 votes right? but one team 4 votes max  so other half comes from other team but they never do that for reason said above  how to prevent this then?

for example sentinel has feeder akasha blinks and feeds so we started votekick if 4/8 voted others must obey that teams choice what if they dont obey well they get 1 week ban for protecting game ruiner but this can be abused so in order to prevent that  so called ''feeder'' 's replay must be watched by admins or mods then after judge decided whatever they kicked or not they should be banned or not(a normal person knows someone feeds or not so its not too hard to understand) for afk and all time farmers its easier to understand then this so I didnt write about those here.Please if u support my idea post.
