The only way for you to prove someone did it in the lobby is if you do a !check username while he's still in the lobby. Else moderators wouldn't know if the person was spoofed or not.

Maybe you should use maphack to show us that there is a problem about it? I actually don't remember somebody using maphack, just to show mods that it can be used.
