im in Germany and i want to play dota,but i cant..when i click on battle net it stop only there and cant join it,i dont know is it that german network doesnt allowed or something else,please help to fix it and play normal

This usually means a local firewall block. Do you have one? It either blocks war3.exe or gproxy.exe

To check if it is ISP block try to open cmd and type: telnet server.eurobattle.net 6112

This is showing me cmd comand  'telnet' is not recognized as an internal or external command,
operable program or batch file.

Which firewall do you have? Just google how to add exceptions. Alternatively, tick the "windowed" box in client, w3 will launch in window and you should be able to see any firewall popups asking you to allow connection.

As for telnet:
You have to go to Control Panel>Programs>Turn Windows features on or off. Then, check "Telnet Client" and save the changes.

Looks like ISP blocks all high ports or any non-http port in general. No firewall is turned on PC. Possible solutions:
- ask ISP to unblock all ports (only 6112 is not enough)
- get vpn
- get mobile hotspot

If anyone from Germany had a similar problem post here please.

Try to play one game and see how much data it uses.

To do that you need to :
Start the game>Minimize>Start task manager (Ctrl+Alt+Delete) .
Than post exact amount of Mbits that your PC is using to run Warcraft.

It was 2016 year, so now, to make it 5-6mb you might need to disable additional data transfer in your dota config file
