what's the reason for " the last map for DotA 1 " ?

i'm guessing they're payed for DotA2 , while they are volunteers for DotA 1 ?
or is it something else like the conflict between Blizzard and Valve ?

He said "last map send to testers" that does not mean it will be the last dota map it just means that he wont send them for testing, they will be released directly without testing.
