Doesn't matter did he flame you or somebody else, if he flamed, he will be banned (if somebody reports). You can aswell report someone in the game that you did not play, if you want. It doesn't matter at all, if rules are broken, he shall be punished.

as efko said its moderator decision... but when i play with fiends i curse everything i can think off. if they dont want to report me why would someone in enemy team(or even someone who isnt ingame) report that?

I feel I'm the one to asnwer here.

You can report anyone who insulted BUT:

1) If you were on Sentinel's side and there were 2 guys on the other side insulting each other on ally chat, you shouldn't report it, it is clearly not about you at all. If you'd be in same team as those two, you may report them, it's annoying for whole team.

2) Insulting for fun between 2 friends is always problem. It's annoying but those 2 don't feel insulted. Sometimes they don't get ban, sometimes they do, it depends on situation and mod. If they come to ask for unban, they may get it but their warn usually stays.

Even tho there's nothing about this in the rules, we usually don't issue ban if you weren't in the game for one reason - this is stalking and hate. Everyone should obey the rules but if you weren't in the game, please don't stalk anyone. There already were few cases...
Exception is MH, ofc.
