Title: [idea][bot]!Rules command

Something very easy to make.
Using the !rules command will show all rules listed with a number.
Using the !rule <number> command will show details for the rule itself.


Btw, the rules are not on the forum. (Or do you want to make them in a different tab on the site?)

We dont need more flood for the bot, i think it is useless, you will be able to read em here soon in a site tab.
