Title: 1.28 Hotkeys do not work at all

Hello everyone,
im having a problem with the 1.28 version i downloaded on the eub.net website.
My custom hotkeys simply do not work i tried the normal way (wich works on a different copy of the game 1.27b)
I made several new folders like Warcraft/CustomKeyBindings, x86 and x86_64, trying also saving the txt. file as UTF-8.
(yes the custom key option in game is set - on)

I used this webside for the Hotkeys,

Warkeys also didnt help.

ill be very glad for any help, hope i can start playing soon.
Im a beginner, and MOBA player so playing without QWER hotkeys isnt really an option for me.
