He started with Null Talisman on Riki and went on to buy Dagon. Besides, he did not have smoke (1st skill) until he fulled other 2 skills which he did just to maximize his damage to steal kills. So, he was only trying to get kills and did not help the team using smoke, etc.

As I said above, he made it explicit that he only cared for his fun by starting with Null Talisman and not giving any skillpoints to smoke, later on.

I am sorry, but he did not break Ingame Rules... I agree he had bad item build for that hero, though it is not bannable.
