3: What rule did he/they break?
leaving the game, game ruin in long run
4: When rule(s) were broken?

After feeding early game (0-5, 15th minute) he decided to leave the game

17:42      [All]   dumbass_4 killed Agov^
17:49      [All]   Agov^ has left the game voluntarily, Agov^ was autobanned.

I checked his ban status after the game and he wasn't banned

there was a blackout during the storm

well, thats a not valid question i guess

i feel sorry for the players but what could i do.
