Here is a solution. Which will actually windows "Games" module (the one you can see using Start menu -> Games)
I actually do not use it, so it is completely fine for me;
Your problem is related with this "Games" module - it starts to check random updates for any registered game. So when you start it - rundll32.exe hangs while waiting for Warcraft3 updates, so you are waiting THAT long.

Do at your own risk, because it requires you to be accurate.
1. Create a new text file.
2. Write there:

takeown /f "%windir%\%wd%\gameux.dll"
icacls "%windir%\%wd%\gameux.dll" /grant "%username%":F /T
ren "%windir%\%wd%\gameux.dll" gameux.dll_
pause
3. Save this file
4. Change file extension to .BAT
5. Run this file as administrator.

7. It's done, - your gameux.dll is renamed to gameux.dll_, which means it won`t load. If you will ever need it back, run

ren "%windir%\%wd%\gameux.dll_" gameux.dll
Instead.

By the way, you could even type these strings in the console, line-by-line, it is on your own.

You can call this service a virus, i guess. It runs without your permission and does its things slowing down your pc.

Ran your bat file. NASA contacted me. They said my PC will re-enter the Earth's atmosphere around year 2022. It seems will, most likely, land in North America even if its current course is "set" for Russia. Russia's officials denied having any implications in such wierd change of course.

Confirmed working, except i had to rename gameux.dll in both folders: syswow64 and system32, maybe the bat should be adjusted accordingly?

Try to have only one DLL renamed, check renaming which one is helping for your x86/x64/whatever system, post here.

This is 2nd case when someone says the BAT script replaced file in the wrong folder

I have x64 windows and changes took effect only after i renamed the file in syswow64. However the bat was renaming only the file in system32 for me before i edited it

It should remove file in the syswow directory for x64 systems, yes, this is how its planned

But fails for some reason, must be random typo

some kid added /nul part to the path
I do not remember adding it, must be Lexy which removed my family related flame from this post
