What is the purpose of the idea, what would be the benefit of doing it?
If there is an explanation behind it ,with clear objective how it would improve the quality of Gaming, it can be done.

Well give them all a chance, give a temporary boost to player count.
Bring some old names.
But if this was to happen, it needs proper announcement some week before, so everybody is aware.

indeed, old acc get punished more than new ones with autoban and other rule breaking
ie: typical ruiner with multi acc will have acc with lower ban period ( autoban & issued ban due to low amount of warn points) then person who plays on one or two acc, just because he has ban history of 5+ years. typical ruiner will just keep switching between new accounts with no care whats so ever

its not that simple unfortunatelly.
Depends what rule was broken, What are the offences on some of the other accounts , in what manner was the rule broke.

Good idea but it was already reset like 2 years ago. All tricky bans were removed: some ruiners were given a second chance and accidentaly hit people unbanned. Now it should consist of fair bans only
