Then he blamed me for all his deaths and i wasn't even half the time with him on lane, went mid etc. then he died and said i didn't want to use gust which isn't true, i used it but he still died.

and around that time 22 minute of the game i tryed to help our wood, and when we retreated he blocked me on purpose to die and didnt want to help full hp and dager wasn't cd.

Intentional sabotage by blocking was between 22 and 24 minute probably

3: What rule did he/they break?
 
game ruining / intentional feeding / refusing to kick feeder

4: When was the Rule Broken?

razor_450 died 13 times without items just farming for lothar and fed from start untill they finaly kicked him when they fed enought on him

mx_crespot ,ares_jr, gilipter  refusing to kick untill it was convinient for them,

spongebozz, dorian455, kk_vitez_koja these are all my nicks i activly use here there are some more u can search i wiuld be gratefull and appreciate if u perma baned all, ip ban or whatever for flaming u will find that, national intolerence or w/e just perma ban ip lock.
