When posting about something related to in-game/bot you should include the nick and server you played from. Right now there are 2 stat pages running, one is the current bot and the other is the new bot to come. Perhaps you played on the other bot and you have not been able to find your game because it's not listed under the current bot. First idea where you said we should receive a message notifying the user that is trying to whisper you is muted is not so good.
On the other hand !ignore is much better.
!Lock is silly, better !votekick; tho votekick needs some people from the other team to vote. I don't think it's possible to do a !lock.

I reported 1 guy for using -test mod, mrniceguy banned him (as far as i remember) perma ban and IP lock. HE can play again, i see him playing 5 days afther getting that ban. why ?
You should ask MrNiceGuy and give him the specific name and game link or topic, don't be vague; gets us nowhere.

There are several other topics asking the same question, using search might save you a lot of time as you might find the answer without having to wait for others to reply to your question.
Saving the game is forbidden and it doesn't really do anything, if what you need is the replay you can do what was posted above by lexmonster.
