Since it's his 1st post it's a ragequit report. He lost a game, lost his cool and reported without loosing time to check if the guy really is a cheater.
Next time maybe he'll follow the rules.

I checked your report and the replay, slark is clean.
If you watch the replay yourself you'll see he doesn't have MH and played mediocre actually, but you played bad.

We are looking for potential new Tournaments Moderators and we need your help in finding them.
Tournaments Moderator duties and obligations:
- Being online few days a week to discuss ideas and concepts
- Hosting tournaments weekly (at least 1 a week)
- Promoting tournaments and taking care of the well organization and it's participants and winners.
Tournaments Moderator rewards:
- Admin access on LA bots
- Access to LA ban list to punish those who interfere with tournaments hosting
- Influence and respect as becoming a part of our staff team
Requirements to apply for this position:
- Decent English skills (writing) is a must!
- Well mannered and polite
- Organized and available to host tournaments
- Up-to-date with Dota knowledge and changes
- Knowing and understanding of our codex of rules
- Patience is a virtue
Pros:
- Clean accounts - forum and server
- Activity on forum and in DotA game
- Experience in hosting events is a plus
Counters:
- Brand new accounts on forum and server
- Excessive ban list and warn list
- Low activity on forum
- Lying about other accounts (be aware, we scan for other accounts every, promising applicant)
- Game ruiner!!!

Message subject must be "Tours Moderator Application <your nickname>", and must include following info:
- Provide: Name, age, country, occupation.
- In-game accounts (all you've used on our LA bots)
- For how long are you playing DotA?
- Why do you want to become moderator?
- Do you have any experience with moderation/administration, or have you ever supervised people?
- How much time can you spend weekly hosting tournaments?
- What do you know about events hosted on our server?
- Have you hosted any W3/Dota related tournaments? (name the event and provide details)
- Anything else you would like to mention?
Things you should know:
If you do get selected, you will be TRIAL Tournament Mod and you will be given a test which you need to pass in order to become a full Tournament Moderator.
