1. I dont know if the topic is "what not to build" or "what to build" for weaver, cause some of talk about items that are not good for weaver - like BF manta and other bullshit.
2. What you need to understand is, that he is a hero who need shitload of damage and than he is unstoppable. especially with passive skill of double attack, its more than great. so what you should build is crystalis->buriza, than crystalis->buriza and then again crystalis-> buriza. generally for high damage heroes like trax sniper weaver etc its worth to build 2-3 crystalis, since the chance for critical is stacking. its not a simple stack like 2x crystalis is  40%, it will result something around 32%, but still every 3rd hit is critical, and very big one :) Its good to have items that give hp and speed/skill. Linken is really good for weaver, also say since its not orb is also great. I like to build orchid too, since it will solve many problems - gives mana, damage, attack speed and damage amplification.
3.  you need to understand that each game is unique, it has a different pick of heroes, etc. So you have to change your build every single time you play. if you play against 4 int, than surely you will need some kind of a spell counter - linken, orchid, bkb. but if you have 4 agi heroes, than you need disable and damage.. like orchid and crystalis..
Always try to chose the best counter items by game. If they build heart, get orchid to give more damage, if they get blade, get bkb.. etc.
4. Items that might work most of the games: critical - the best is if you have multiple criticals, orchid, say, assault linken. also for boots I would recommend to use treads most of the times, it gives great AS, which you need, and gives you also mana/str/agi boost - switch when you need.

That might have been your problem that you were not using gproxy, or you forgot to launch it before w3.

Get the correct version, launch  before w3, and you should be good to go.

The problem is well know, its caused by a sept 2013 windows update. Its causing to chcek for update file, and each +1 update costs 2times more to check than a previous one. It can make your PC use cpu for 100% for hours..

Actually there are a few solutions.
1. Turn off windows update.
2. Download a windows XP install that has the latest update included, you can find many images around the web. I personally dont recommend black edition xp, the best is the clean verion.
3. Let the PC finish updates. It can mean that your pc will run on 100% for a few hours, but after that the problem should be gone, until the next update.
4. Get windows 7, it can run ok with 1gb memory, but if you have 2gb I definitely recommend win7 over XP.

I dont recommend killing svchost.exe at any time. This is a core system process and shutting down means that your system will not function properly. Also by regular process killing you can damage the system, which will cause you to reinstall the pc again
