Feedback / PSR penalties - idea!

I have a quick idea about penalties for game ruining etc.

Maybe instead of just ban on account few days,
there could be a PSR penalty?

I think some player would be hurt more to lose -20 PSR
than have few days off from dota.
(anyway most just do new nick name and play on)

So there are 3 possibilities:
1. Ban stay as they are, people make new accounts
while they are banned, play on w8 time and learn little.
2. Ban + -PSR for example 3 days off + -20 PSR >
that could teach some high PSRs to not play solo.
3. Just - PSR penalties.

What do u think?? Maybe it could be a good system,
or maybe its just another crap idea of mine!! who knows!!

We had two players in our team constantly playing alone,
= void + legion. If you watch the reply its very clear.
5: Explain to us a general vision about the situation.
They failed the push which I WAS NOT ABLE to participate in(was sent to defend top and could not get on time for the push) + later I was unable TO DEFEND ALONE to overfed magina + puck, its not refusing to play its common sense. Getting ban for this is a complete joke, two players can constant suicide, play alone for 73min!!

No reason at all, plain bad luck with broadband.

and there was nothing I could do about it!

1. First of all you gotta get some clan, or have a lot of friends.
2. Play a lot of stacked games > like they do.
3. Make sure team you are against are total noobs!
4. Few examples from yesterday:
a) Saric: (all yesterday games ap eu fast, stacked against noobs to make stats)

9:55 = he hits pugna with sun strike (there is no chance he could know his position)
15:52 = random sun strike at the right time > lucky for me his cd was 2s late>
19:15 = same story sun strike out of nowhere straight on my head (not even 1mm away from me, straight on the top)
27:41 = same story
32:08 = and another lucky sun strike > straight on the head> he did not miss even by 1cm (and I was stopped/walked on centaur, he couldn't know that before the strike...)

Overally speaking 1 or 2 of the situations above can be called > lucky strikes >
the rest is impossible to time them that well and hit straight on somebodys head> he can try get close on u or even on u, but each time perfectly on my head? no chance?

You can have a look at his other games if u wish > he used mh on & off whenever he needed. (I believe it wasn't constant on he ain't that stupid)

command abuse - as we wanted to get rid of him we !votekick the guy, unfortunately sentinel didn't let us get rid of him, so he started votekicking random player each time in this case "!votekick ice", every single minute to not let us start a vote kick.
