how is this hard to understand? the servers cost a lot of money, and the people paying it are on a budget like everyone else, they have to work for their money. Due to the improvements to the bot (which resulted in a increase of players and games), two new dota maps in one month the pre-paid service reached the limit very soon. Everything about that paid package is paid extra. Three simple solutions: 1. turn of the bot until the end of the month 2. play on insane lags 3. pay the additional fee with the help of the community.
Since the admins are not cruel (option 1) or braindead (option 2), they chose the third option.
Anyone thinking this is a scam can go away and never come back.

well, let me tell you from experience, that IP banning is a strong tool to use, but requires a lot of work. There is VERY few people with static IPs, plus the nature of the MOBA games (like DotA) promotes communal play - in other words, people form one place tend to play together, as the word spreads. Therefore you might end up banning innocent people on that IP. It requires a lot of work, because if you know a player is changing his IP (because it is dynamic), you have to constantly track him or her, which you can imagine is a hell lot of work, considering the number of players.

votemute is completely out of the question, if you think about it. You would either depends on the votes from enemy team, but since they do not know what the person is saying in ally chat, it makes no sense - or you would only need votes from one team, and then it would be easily abusable. Not to mention that adding any command, and I really mean ANY, just creates space for spamabuse

I think that every moderator here can tell you, from experience, that even a one day long ban has a good effect on the player.
