what does hold command do?

what does hold command do in lobby?
i tought it was someting like hold a place for someone but i doesnt do that

as far as i know,at least i'm using that command for this.it means that the one who is holded wouldn't drop cause of high ping.

!hold <name> ...   hold (reserve) a slot for someone
!maxpsr <number>   kick all players with PSR greater than <number> (won't kick players reserved with !hold)
!minpsr <number>   kick all players with PSR less than <number> (won't kick players reserved with !hold)

When there's 9 players in the lobby and you are waiting for a friend, you close that last slot and when you write !hold <name> he will still be able to join even though that one slot left is closed.

This worked before, dunno about now.
