Allowed cheating?

I am new here and got few questions:
Is it allowed for host:
-to create noob game and then have K-D 27-0 or 13-0(Flippy)?
-making game PROS vs NOOBS (switching players with best stats in his own team and kicking good players out of their opponents team)so he boosts his stats?
-making game instable(lag freezes) and when players from their opponents team leave game misteriously gets lag free and withouth freezes but he mutes chat so you cant discuss it and look for civilised solution(kleftakos)?
To me this is CLEARLY CHEATING but I want to hear your point of view.

Please understand: I don't hate those kind of people. I just want to hurt them every once in a while.

The new relative score system is coming for the next season, bunch of these problems will be solved cuz pro playing vs noob is gonna be useless.

I agree that fulls his team with pro player at least with players with pro stats...i advice you make some rules about shuffling players at least 3 times before games... tnx that is cheating...
