Why he isn't banned?

I ignored him, he paused atleast 2 times, spams in chat etc.... Then whispers me INGAME cause i ignored him. Whats the problem is   he friend of admins? this kinda flame is obvious premanent ban or something.
why do i have to register on eurobattle.net if it was done ingame on playdota.eu?
