The whole idea is ... wrong. No matter what formulas are used.
By measuring only ingame factors, the quality of the game is ignored.

Good? No. Because the quality of the games is low. 
You play worse when the quality of the game is better.
Your "True skill" idea ignores the quality of the games.
Thus if compare my results of these 20 played games with the results of, let's say, a NaVi's player from the past DotA2 tournament, your "true skill" formula will show that I have more or equal skill. And that's far from the truth.
Or to compare a good player with high PSR aiming to get higher by playing with people with high PSR. And another one, an average player, who is stomping noobs in games 1500-1600 PSR.  The 2nd one will show better ingame results. 

The PSR system evaluates the quality of the games, but ignores the ingame factors. A real "true skill" system would somehow evaluate both ingame and outgame factors.  Your idea is more like about a ingame skill rating (ISR)

High PSR + High ISR = good player
High PSR + Low ISR = average player playing with good players and winning because of them
Low PSR + High ISR = average/good player who's playing with noobs
Low PSR + Low ISR = noob
Fight with blood,
Fight with steel,
Die with honour,
Never yield!
