No, any of those heroes, in middle game who comes on WR, w/o any available trees or creeps to shackle, will pwn wr if wr got orchid instead of hex. :) I mean, in normal games :D

Why would someone want radi on wind??? Its more of a first line item, and wind usually stands back in team fights...
