are mana bars legal?

p.s (and I know this question will make you guys think I want to use, but it's just a suspection I have on one of the top players on the ladder):
can any program detect mana bars? if the specific person saves a replay and uploads it, does it contains the mana bars?

manabars are legal on eb.net and pd.eu as i know
it isnt detected
he will only see the manabars if he uses them, so no it wont be saved in replay

ye no reason but blizzard says it is hack and some other "pro" leagues ...
but in dota2 you dont need any tool for manabars because they are alrdy there

for blizzard all third party programs are hack. This inclued Dotakeys and Warkeys(for inventory).

It cant be detected and its used by 60,70 % of community so i guess you can use it.
