host the game and type -test (I think its -test command) at the beggining then type -lvlup 25 and -gold 99999999

you host the game ( /W playdota.eu .dota <gamename> )
enter it add as .hcl ap
when the game starts you type manually -test
and than type -noherolimit
after you typed that you can pick as many heros as you want )
