Unable to ban leavers

since a few days it seems not to be possible to ban leavers. when a player decides to leave voluntairly yhe bot says that you cant ban players who are kicked by vote. but they didnt leave by vote but out of their own noobness

posting quite some banrequests on the forum already, if i have to add the ones from leavers then i wont have time left to play dota
