Bans for farming on leavers?

I want ask if there is ban for noobs and retards who are farming on left heroes after 15th minute? cuz its unfair when pudge is staying near fountain and waiting with his team when heroes respawn and hook them for some easy kilsl.

If its like this(when it writes "this game will be saved in ladder stats u should play till end" and one team leaves the other team stays and farm fountain) its permabannable.

U can always use the freeze command. In your circle u will see 2 red/blue colored buttoms one is freeze and the other is unfreeze. A freezed hero have armor type invulnerable but u cant use his skills. (units with invulnerable armot cant be selected as target of spells and receive no damage)

i knw that but its imposible control 4 heroes and evade from hooks .....

So question is:
If 4 ppl from my team leaves can I report enemy for killing those leavers?

And the answer is:
If the game will be saved you can report them.

If game is not counted ,that kills wont count ,but if it counts its bannable and report them.

Also use freeze hero 1 by one hero until all frozen.
