!rmk spam suggestion

You must know that even if a player is muted he can still spam !rmk and ruin others's game so my suggestion is to make command !rmk usable 1 time every 2 minutes , and maybe make the timer reset each time someone start a new !rmk vote. Its just really annoying when someone stands at the fountain and spam !rmk ( especially now that my monitor is broken and i have to play at 1024x768 )

Stopping the massge to be sent to all players, when a user has already used the !rmk command - yes.
