Have you allowed custom hotkeys in W3 settings?
Do you save the changes?

I've checked my setting:
To your 1st picture - in that skill#1,2... I have none in current hotkey as well as in desired hotkey.
To your 2nd picture - try to check that 2 boxes in the bottom and that click on Generate CustomKeys.txt and than click on Save Changes in the top.

Tick use my generated hotkeys, and i think it will solve problem..

If it doesnt help, try searching for "Auto hotkey tool" i downloaded it somewhere from forum, but rly i forgot from where, and there u can modify skill hotkeys.

yea, there are many functions on that program, including skill hotkeys, invokers scripts, etc, but invoker scripts hotkeys sux, bcuz whats so good playin invo when u dont have hard time invoking ?

And imo it sucks because it affects chat (i tried it long time ago)
Try omniscripts , thats a good hkt imo
