Better idea is just to kill all leavers/hackers.
Locating every of them in the world,getting to them and killing them is kinda hard task,but at least he won't play anymore.
Another downside is...it's not legal,so...pff maybe it's just better to quit DotA,or have patience.

And if u have an heart attack while u r playng?
Then there are two options:
1) If you will not survive it you won't care about ban.
2) If you survive it you can ask for unban.

Imo IP ban can't be used. That's all.
if you put that to reason they wouldn't unban you

Well. I didnt read any of the sites of your conversations.. but  I can say only one thing.
If there will be such thing as IP ban (i dont say its exactly ip ban - jsut something that has same effect) alot of players would be much more careful with breaking rule.

I would bet, that 50% of "rule breakers" even dont know that they have dynamic ip.

And 80% dont know the default pass of router XD  -if u restart the router u loss the current user/pass and set it to default-

But there are another solution: if u host games dont let join ppl with less than X games.

or just make bot count your left games and show them when you !sd someone. Then just kick leavers.

listen to docta....  ip ban is nothing special.. u can always manipulate it. if u r pro hacker... changing dynamic ip,deleting registry and stuff can get u unbanned again..
