Force staff is the item which is good on next heroes:
Dark seer,
Veng,
CM,
SK,
RHasta,
Lion,
Lina,
Silencer,
Rexxar,
Enigma, etc.(example)
It is fine early game item, in late game is kinda useless.
But i prefer lothar or kellen(imba escape/ganking items);

HERO: BLOODSEEKER

ITEM:

Sometimes, when you use ultimatum in a hero, he runs a little but he notice he is blooding so he stops. The only you have to do is to use force staff, and he will move 500 units.

At level 6 it's 20% based on movement done, so 20% of 500 = 100.  At level 16 it's 60% of 500 = 300. I will put a replay where I use it on a hero, then tiny launch the hero to me and I use force staff = gg. It's a funny item. It's not the best item but if you feel pro, taste it

wow fail like to do such a item as force staf since bs got high base dmg  with queling blade soloing in lane ur basicly  unkillable (not mentioning ganks) so since harassing not a big proble u can farm easy  so 13~mins including helping lane mates to gank with rupture is more than enought to farm  radiance   then another 2-5 mins for recipe and boots of speed and  fun begins   ofc u can rush dagon for burst power but radiace > all clearly

...also...Radiance + WW = oposing team automaticaly gets gem or dust...so...ur screwed...if ofc ur oponents have a brain...
