So there is a very nice rule, which mandates if 40% of people !rmk before 10 minutes it is RMK.

This rule never realy takes effect! I just had a game like that and by rules i could leave, but i didnt couse of autoban. Noone respecty this rule!So i have a suggestion.
Make this rule automatic!

It is the only way. How hard can it be to fix script so that !rmk command also checks time. Pls do it, i just spend playing 50 minutes of mega spiky game(almoset every one had spike).

Rules which only exist on forum but are not enforced ingame are meaningless.
