Check if you are allowed to connect to the specific bot port, maybe something is blocking you:

Don't know how to do that.

I don't have WindowsXP so I can't tell you how to do it exactly -_- !
Go to your Firewall and try to add these ports to the exeptions / Or simply turn off your Firewall ...
If it doesn't work, you Anti-Virus might be the problem, so find solution on Google how to opet the ports on your Anti-Virus.

You do NOT need ports opened to join a game. Ever. It has to be something else.
