Suggestion: Ban for unbalancing game on purpose!

Well, i mostly agree with what you said, but the problem is, as i mentioned in my last post, that a lot of players who join games dont have that attitude towards stats. So imagine the nnumber of ban requests with false accusations of team arranging that the mods would have to go through...
Furthermore, there are people who play with friends, and that could also be considered team arranging. Would you ban them too?

I understand what youre trying to say, but i dont know if you ever host games. Every time there is a noob in the scourge team (or a normal player having a bad day, or a player with good stats that turns out to be a noob), they will start yelling noob host, team arranger etc. And then, if this rule was applied, the forum would be filled with ban requests claiming the game owner to arrange teams, even if the other team actually has better stats than the sentinel. And it would be like that, believe me, i always allow players with worse stats in my team than the scourge team, and i still get the same response.

this is the solution. host MUST kick bad players, and if it turns that some1 from scourge has GOOD STATS but hes noob, thats not host's fault. he is not nostradamus. he cant predict...
so only make ban req for host if he let some noobs in opposite team.
the only problem will be, and still is, when some skilled noobs join noobs game and make pro scores. and again, host is not nostaradamus

I agree with the main idea. There MUST be a ban for pro players joining noob  games. I have played over 200 games now and I can say tht a lot of them have pro players in noob games, which completely ruins the game. Even more, after a host or a player (doesn't really matter) starts winning, he starts mocking others by saying "noobs" and other stuff like if they were not supposed to be noobs in noob games. So in my opinion, the ban for such cases is not a "should" exist thing it's a "must" be thing.

I defenitely do not agree with it, stats only give you a slight idea of the player's abillities, but since dota is a team play game, you cant judge an individual on his stats, maybe he got unlucky all the time getting counter picked or being with less skilled players in the team or something. So if a host selects all his team mates by good stats he still 'hopes' that they play as good as the stats say. My point is, stats say nothing.
