my suggestion would be to add a !mute command which works like this
:

vaikiss tells drago : U R FU**** NOOB ASs*** ...
drago writes : !mute vaikiss
drago gets private msg : vaikiss is muted for you , if u want to unmute him/her/IT write !unmute vaikiss

what do u think about it ?

First idea where you said we should receive a message notifying the user that is trying to whisper you is muted is not so good.

On the other hand !ignore is much better.

!Lock is silly, better !votekick; tho votekick needs some people from the other team to vote. I don't think it's possible to do a !lock.
